First off the Taskbar in Windows Vista is the black bar at the bottom of you screen, with a blue circle with Microsoft's Logo in the center on the left side of the bar. Now at the opposite end (right side) of the Taskbar is the Windows Vista clock, and if you go a little further to the left of the clock you'll see perhaps a lot of little icons. These icons are programs that are currently running in the background, and can be pigs and take up a lot of your computers processing power and performance. Companies that sell computers will sell advertising on your computer with these programs, and that's where it very helpful if you know how to shut these down.
